Job description

The affordable housing specialist will be responsible for supporting the project team to develop financial solutions to improve access to decent and affordable shelter for low income market segment in order to bridge the current housing shortfall. This will entail innovation and close collaboration with stakeholders to modernise and expand availability and access to affordable shelter in Kenya.


Technical advice and inputs:

  • Lead the landscape analysis for affordable housing market in Kenya
  • Propose ideas and ways of realising expected project outcomes
  • Review and advise on potential partners
  • Provide insights on market failures in the housing finance market and possible interventions
  • Support the industry to consider modern ideas with a focus on affordable shelter
  • Keep updated on developments in the affordable housing segment and share relevant information with the project team

Design and planning:

  • Lead the design of the affordable housing finance project
  • Conduct research to inform project and intervention design
  • Design new interventions and tasks to achieve the project objectives

Execution and delivery:

  • Develop a de-risking model with GoK to support the excluded
  • Support the development of an alternative scoring model
  • Undertake market research and analysis
  • Help develop new business models for adoption by the industry
  • Support GoK in the delivery of the affordable housing agenda
  • Help develop innovative affordable housing financial solutions in partnership with financial service providers
  • Contribute to FSD’s impact through innovative business models and knowledge management

Monitoring, measurement and reporting:

  • Develop performance indicators for affordable housing finance project
  • Continuously update milestones and deliverables
  • Adapt the project theory of change based on new data and results
  • Provide ad hoc reports to the project team and donors

Resource management:

  • Manage project budget in line with approvals
  • Utilise project resources efficiently in order to achieve project objectives
  • Track and enforce contract requirements with partners
  • Ensure diligence in use of resources by project partners

Partnership management:

  • Build and maintain effective relationships with state actors
  • Develop effective relationships with financial service providers
  • Create a network of relationships with housing experts especially in the affordable housing segment


  • Bachelor’s degree in finance/architecture/engineering/urban planning /banking
  • 5 years’ experience in the housing and/or Banking sector
  • Stakeholder management experience
  • Passion for the affordable housing segment reaching low-income households
  • Extensive knowledge and experience in the housing sector
  • Collaborative thinker who works well in teams but is also an independent self-starter
  • Great interpersonal, written and verbal communication skills
  • Good organizational skills and ability to multi-task and meet deadlines
  • Strong work ethic, attention to detail and commitment to excellence
